Our intent was—and still is to reduce turnover, prepare employees for promotion and help employees assimilate into the community. In 1992 we had 40 students and a box of books. Now we have over 300 participants a year, a computer lab, 4 classrooms and a small library.

More that 65% of the over 2,000 workers in Excel Corporation's Fort Morgan, Colorado plant are immigrants. Many have the technical skills to process over 4,000 head of cattle every day, but lack the skills to communicate effectively and be promoted. As a result Excel faced a challenge common in its industry: high employee turnover. In response, Excel boldly created an onsite program for teaching its employees English as a Second Language (ESL). Among participants, turnover has dropped 23 percent.

In cooperation with Morgan Community College, Excel developed ESL language training curricula and now offers courses in computers, citizenship preparation, GED and Basic Skills, as well as English as a Second Language. Students also can prepare for entrance into the college, enroll in classes, and receive college advising on site at Excel.

Success is evident in the program's results. Seventy-five percent of supervisors report improved communication among the program participants; 55 percent see an increase in safety practices; and 55 percent say that employees who have completed the program pay more attention to quality and productivity, and thus have greater opportunities for promotion.

"The program has had an impact above and beyond improving retention," says Shirley Penn, the workplace education director at Morgan Community College who works out of Excel's offices. "It has helped turn our workplace into a community."
